An Israeli Arab from Tel Sheva has been indicted on suspicion of conspiring with an Al-Qaida agent to carry out terror attacks in Israel, the Shin Bet announced Friday.

Twenty three year old Khaled Abu Rakak who in the past studied at the Technological College in Beersheba, is suspected of trying to set up a terror cell to launch a suicide bomb attack in Israel.

In 2002, Rakak became closer to Islam and began surfing the net searching for sites affiliated with terror organizations. It was there he allegedly made contact with an Al Qaida operative in Gaza called Abu Balal. The two began discussing how to perpetrate terror attacks. Abu Balal also allegedly downloaded films documenting attacks perpetrated by global jihad elements.

In 2004 he decided to set up a cell and began downloading instructions on how to make bomb belts. He also approached a fellow college students and asked if he wanted to blow up at the Beersheba central bus station. The student turned down his request.

Two years ago Rakak plotted to make a bomb and detonate it east of Tel Sheva at a site frequented by IDF troops. He was arrested by security forces in July this year along with his cousin who was later released. Rakak has denied the charges against him.

Just recently six Israeli Arabs including four east Jerusalemites were charged with planning to form an Al Qaida cell and plotted to down the helicopter of US President George W. Bush during his visit to Israel. Two of the cell members studied at Jerusalem’s Hebrew University.08/22/08
