The prisoner exchange with Hizbullah will be carried out in four stages.
1. In the coming days Ofer Dekel, Prime Minister Olmert's special envoy who deals with the prisoner exchange will travel to Germany and sign the agreement in the presence of the German mediator, who will then meet with a representative of Hizbullah.
2. In the coming week, Hizbullah will hand over to Israel a report containing information relating to the fate of Air Force navigator Ron Arad, the information will supposedly reveal new details relating to the navigator .
3. Within two weeks and close to July 12 the second anniversary of the Second Lebanon War, the prisoner exchange will take place at the Rosh Hanikra border crossing. El;dad Regev and Udi Goldwasser will be returned to Israel and terrorist Samir Kuntar will be handed over to Hizbullah along with a number of Hizbullah fighters who were incarcerated in Israel and the bodies of eight Hizbullah fighters and others held by Israel. President Shimon Peres will sign the pardon paving the way for Kuntar's release only after the identification process of the bodies has been completed.
4. In a month's time Israel will release a small number of Palestinian prisoners it agreed to set free in the framework of the prisoner exchange. Israel will decide the number of prisoners it will set free.06/30/08
